    Mumbai, Feb 16: Bhiring.com has started “Suggest A Tagline” contest from February 16, 2009. 

     

    We are looking for some good punch line or tag line that will be used on our website, www.bhiring.com. At present the site is using, “business of hiring” as its tagline and wants to replace this tagline and thus inviting everyone to suggest a good and attractive tag line, which defines bhiring.com.

     

    The person suggesting the best punch line (which will be selected by bhiring.com management) will be entitled for only one of following:

     

    1)      If you are an individual, you will get a cash prize of Rs 10,000.

           OR

    2)     If you are a HR Placement firm or Freelance recruiter, you will get one month free access of bhiring.com. One month access fee of bhiring.com is more than Rs 6000.

    3)      If you are a corporate, you will get one year access of jobkeeda.com and unlimited job posting on bhiring.com for free.

  • Whereas the Central Government is empowered under Section 3 of the University Grants Commission (UGC) Act, 1956 to declare, on the advice of the UGC, an Institution of Higher Learning as an “Institution Deemed-to-be-University”.

    2. And whereas, a proposal was received from Rajiv Gandhi National Institute of Youth Development, Sriperumbudur, Tamil Nadu, an autonomous organization of the Ministry Youth Affairs & Sports, seeking recognition as an “Institution Deemed-to-be-University under Section 3 of the UGC Act, 1956;

    3. And whereas, the University Grants Commission (UGC) has examined the said proposal and vide its communication bearing No.40-6/2007(CPP-I) dated the 29th September, 2008 has recommended declaring Rajiv Gandhi National Institute of Youth Development, Sriperumbudur as an Institution Deemed to be University;

    4. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, on the advice of the UGC, hereby declare that Rajiv Gandhi National Institute of Youth Development (RGNIYD), Sriperumbudur, Tamil Nadu, shall be an “Institution Deemed-to-be-University”, under the ‘De Novo’ category, for the purposes of the aforesaid Act, provisionally for a period of five years subject to its review at the end of each year by the UGC with the help of an Expert Committee.

    5. The status conferred on the RGNIYD shall be confirmed after a period of five years on the basis of the annual reviews to be conducted through an Expert Committee of the UGC and recommendations of the Commission thereon;

    6. The RGNIYD shall not conduct its proposed academic courses through the Distance mode without prior permission from the Competent authorities. The declaration as made in para 4 above is subject to fulfillment / compliance of the conditions mentioned at Sr. No.3 of the endorsement to this Notification;

    7. The RGNIYD shall continue to receive financial support from the Ministry of Youth Affairs and Sports.

    8. The declaration as made in para 4 of this Notification shall be subject to fulfillment/compliance of the following conditions that:-

    (i.) All the moveable and immoveable assets shall vest with the Rajiv Gandhi National Institute of Youth Development (RGNIYD) Society. There shall be no diversion of assets & funds of the Society / ‘deemed-to-be-university’ institution without prior permission of the UGC.

    (ii.) The objectives of the RGNIYD shall confine to educational and related social and charitable activities. The Society should not undertake or engage in any activity that is of commercial and profit-making in nature.

    (iii.) It is not permissible for the RGNIYD to affiliate any teaching institution or college.

    (iv.) The RGNIYD Society shall submit a legal undertaking to cover the issues pertaining to earmarking of assets and non-diversion of assets without prior approval of the UGC/Government of India.

    (v.) The accounts of the RGNIYD shall be open to inspection/audit by the Comptroller and Auditor General of India.

    (vi.) The RGNIYD Society shall revise and finalize its Memorandum of Association (MoA) & Rules/Regulations immediately in consultation and in agreement with the UGC. As and when necessary, it shall update or modify its MoA / Rules with the approval of the UGC. Further, specific changes/amendments, if any, suggested by the Ministry of Human Resource Development or the UGC shall also be carried out in the MoA / Rules with the approval of the UGC.

    (vii.) The RGNIYD, as a ‘deemed-to-be-university’, shall offer only those academic courses that will conform to the norms and standards prescribed by the relevant Statutory Bodies such as the UGC, AICTE etc., as the case may be.

    (viii.) The RGNIYD shall not award any degree that is not specified by the UGC. It shall also ensure that the nomenclatures of the degrees, etc. to be awarded by it are specified by the UGC under Section 22 of the UGC Act, 1956.

    (ix.) The RGNIYD shall take all the required steps to get all its eligible academic courses/ programmes rated for valid accreditation by the National Assessment and Accreditation Council (NAAC), etc. in terms of instructions issued by the UGC vide its circular No.F.6-1(7)/2006(CPP-I) dated the 12th March, 2007.

    (x.) The RGNIYD shall start new academic courses only as per the norms prescribed by the UGC and other Statutory Councils concerned, if any.

    (xi.) The RGNIYD shall not start and run any study center / extension centre / off-campus center / off-shore campus without obtaining the requisite prior approval of the UGC/ DEC / Government of India, as the case may be.

    (xii.) All the prescribed norms and procedures of the relevant Statutory Councils, such as UGC, etc. and other authorities concerned in the matter of admission of students, starting of new courses/ programmes, etc. will continue to be in force, and shall be adhered to by the RGNIYD.

    (xiii.) The RGNIYD shall follow and abide by all the undertakings they have already submitted or are going to submit to the UGC in connection with and for the purpose of obtaining status under Section 3 of the UGC Act, 1956.

    (xiv.) The suggestions and recommendations made by the UGC’s Expert Committee in its respective Inspection Report submitted to the Commission should be complied with by the RGNIYD, so as to rectify the deficiencies and to bring about the recommended improvement at the Institute.

    (xv.) The RGNIYD shall abide by all the norms and guidelines as laid down by the UGC, etc. from time to time, as are applicable to institutions notified as ‘Deemed-to-be-Universities’.

    (xvi.) The RGNIYD shall not create an impression in the mind of the general public that it has been ‘established’ under a Central Act. In order to ensure this, it shall, in all its advertisements, public notices, communications, etc., distinctly mention under its nomenclature by inserting (within brackets) a line, which shall read: “Declared as Deemed-to-be-University’ under Section 3 of the UGC Act, 1956”.
